BERLIN -- Ahead of a scheduled meeting with her Russian and Ukrainian counterparts, German Chancellor Angela Merkel called on the Kremlin to live up to promises to help defuse the Ukraine crisis and stressed that sanctions against Moscow don't preclude dialogue.
