We have completed a more than three-hour long round of negotiation with participation of opposition leaders Arseniy Yatsenyuk, Oleh Tyahnybok and Vitali Klitschko. The talks took place against opposition’s failure to observed the negotiated ceasefire.

During the discussion of the process for settling the situation a peaceful character of the authorities and law enforcement organs was underscored, as well as their readiness to search for joint solutions.

It was also marked that there is a need for an urgent release of all illegally seized buildings of local power organs and halt of radical actions.

Just like during the previous meetings, leaders of the opposition, who took responsibility for the expansion of Maidan, could not explain how they personally plan to control the escalation of violence in the state and who will be responsible for the results of calls to the protesters to use weapons during peaceful actions.

At the same time, the following was decided as a result of negotiations.

First, in reaction to the proposal of leaders of the opposition of the detainees, the head of state suggested to the general prosecutor of Ukraine to come forward with a proposal for courts to change their preventive measures that are not related to previous incarceration.

To back up these proposals, the general prosecutor and the minister of interior have already made their statements, which proposed the same.

In connection with that, leaders of the opposition have to urgently provide for a full withdrawal of people from Hrushevskoho Street and halt of any illegal actions.

The next proposal from the opposition came in the form of approved law on amnesty, which would free all participants of street protests during the time of political crisis from responsibility. In relation to this, the president has agreed to this proposal and we consider that the majority in parliament could support this solution on the condition of full release of all premises taken over in all parts of the country, including on Maidan Nezalezhnosti.

The next proposal was that to agree for a political solution to return to the 2004 constitution. The sides agreed to issues connected with the technical implementation of this decision. Because of the leaders, Oleh Yaroslavovych Tiahnybok, has his own proposals connected with changes to the constitution, while other leaders have their own, we have decided to jointly create a group to work on changes to the constitution through parliamentary approval, or through national referendum.

Leaders of the opposition have pointed out that the mechanism of the national referendum, which is laid out in law on referendum, is such that it requires change. Our side has agreed to cooperate in this issue: to create a working group to change the law on referendum and possibly suggest, through mechanism, changes to the Ukrainian constitution.

Next, the sides have agreed the possible changed to laws approved on Jan. 16, 2014. Our point is that we are ready to amend them and will work in conjunction with our political opponents to achieve compromise on these laws, should we find political consensus.

Next was the proposal of our opponents to find a compromise in forming a new Central Election Commission. The sides have reached agreements as to the formation of the Central Election Commission based on proportional basis according to the proportional size of parliamentary factions currently present in parliament.

Also, the sides have agreed that the squares and streets of Kyiv will be gradually freed by both the protesters and the law enforcers.
