Since taking office, Donald Trump has turned his back on Ukraine, largely ignoring Russia’s illegal annexation of Crimea in 2014 and its continuing aggression in Ukraine’s eastern region of Donbas. The costs of neglect are high. The conflict in Ukraine’s east is continuing to claim lives — some 10,000 so far — and could easily escalate; the bloodshed is scaring off investors and compromising the country’s ability to emerge as a successful democracy; and Moscow’s violation of Ukraine’s sovereignty stands in the way of any meaningful reset in Russia’s relations with the west. With so much hanging in the balance, the US president needs to arrive in Europe this week with a Ukraine policy in hand.
