With the imposition of sanctions on Russia in response to the SolarWinds hack and the poisoning of opposition figure Alexei Navalny, and the announcement of additional military aid to Ukraine, it appears that the Biden administration is beginning to implement elements of a policy towards Russia. While the full makeup of this policy remains unclear, it is critical that the administration’s strategy start with a fundamental understanding of Russian interests, Russian power, and Russian behavior.
