First, new authorities must prosecute former
President Viktor Yanukovych and all his allies who helped him injure and kill
people in Kyiv and all over Ukraine. This is crucial for the future of Ukraine.
Punishing the killers and torturers will send a stern message to others who may
consider similar actions and stop impunity and lawlessness for years to come.

Second, the new government must change the
rules of the game. A new constitution with balanced powers of government
branches, strong local communities, new mechanisms of political responsibility,
protected rights and freedoms must ensure that Ukraine never returns to the
past. We need new rules for economy and business as well, with more freedom and
competition.

I do not believe that newly appointed
authorities can implement these changes. So, thirdly, we must change
politicians. It is not enough to hold the presidential elections scheduled on
May 25, 2014. After a new constitution is adopted, we should hold other
elections: not only presidential, but also parliamentary and local ones.

I call on everyone who demands changes to avoid
mistakes made in 2004. Expect nothing from others and set goals for yourself.
This will be the change. I invite all people who share with Democratic Alliance
its values, ideas and attitude to politics to join our team.

Those who have other views please do not be
idle either.

We have a moral obligation to turn this chance
we have been given into a real victory. It is too early to celebrate.
