The II “Ukrainian Defense & Security Forum ’17”, focused on investments in the defense sector, was held on April 27, 2017. Forum for the second time became an international platform for the discussion of topical issues and solving urgent problems of the sector and brought together over 450 of key sector players, investors, business representatives, government officials and financial institutions from over 14 countries.
During the panel discussions were discussed prospects of interaction between public and private defense sector, as well as the reform of the military-industrial complex.
Ihor Pavlovsky, Deputy Minister of Defense of Ukraine, in his speech said that the main tasks of the Ministry today are to maintain a high level of combat readiness and defense reforms. Separately were discussed the implementation of corporate standards and promoting transparency for the improvement of the defense industry of Ukraine.
Conference participants received the latest information about the prospects of funding from the national and international financial institutions. Aleksander Vinnikov, Head, NATO Representation to Ukraine; Director, NATO Liaison Office in Ukraine, said that NATO supports Ukraine’s plans to move by 2020 to NATO standards and is ready to provide every possible assistance to Ukraine in order to achieve high Western standards.
Denys Hurak, Deputy Director General for Foreign Economic Activity, SC «UKROBORONOPROM»; talked about the opportunities of public sector of Ukrainian defense industry, highlighting the need for transformation towards a flexible structure, corporatization, the need to improve manufacturability of the final product and empower Ukrainian arms producers in foreign markets and so on.
As a special part of the conference was the discussion on the development of national cyber security systems of Ukraine, during which a lot of attention was paid to information security and countering under the condition of hybrid war. Tetiana Popova, Adviser to Minister of Defence (2014-2015), Vice Minister of Information Policy (2015-2016), StratCom expert, NGO “InformSecurity”, emphasized the need to increase the capacity of Ukraine on information influence in the world by increasing the quantity and quality of Ukrainian information international channels.
