The II “Ukrainian Infrastructure Forum ’17” with a focus on investments in the infrastructure sector of Ukraine took place on April 20, 2017 in Kyiv. Forum for the second time became the largest event in Ukraine, focused on investment opportunities in the local infrastructure market and will bring together influential industry players, international investors, specialized associations, foreign embassies and major media to discuss the current situation and prospects of the sector development. The Forum’s goal is to draw the attention of national and international investors to the potential of the transportation system of Ukraine in order to attract foreign investment in the sector.

Among the main themes of the event – the latest trends and new ideas for sector development, major reforms and achievements of the sector, trends in air, water, rail and road transport, experience of European countries in reforming and financing the infrastructure sector, investment opportunities in the sector and others.

Participants had a unique opportunity to expand the boundaries of international partnerships through personal meetings with potential institutional and private investors, exchange ideas and experiences during the Forum and were able to communicate with colleagues during the formal and informal parts of the event.

Volodymyr Omelyan, Minister of Infrastructure of Ukraine, said: “High quality roads is a must for Ukraine, modern port infrastructure is a must for Ukraine, safe, non-expensive aviation is a must for Ukraine, the railway with the speed of passenger transportation 200-300 km/h, cargo – 120 km/h is a must for Ukraine. But these things are basic. We must outstrip the future, we must give new meanings, new ideas and a new industry. This is the initiative of the Ministry of Infrastructure in the context of electric cars. We came to this most complex. The bill will be registered in the Verkhovna Rada, and I hope the profile transport committee, the deputies will support it. Because by this we create not just a new cluster of the economy, we create the production of electric cars, we give Ukrainian citizens the opportunity to be an advanced nation.

Yaroslav Dubnevych, Head of the Verkhovna Rada of Ukraine Committee on Transport, mentioned: “Successful infrastructure projects are capable not only to activate certain sectors in the economy, stimulate business processes, but also to improve the quality of life of Ukrainians and improve the international image of the country. Today, this Forum is attended by more than 350 participants from many countries of the world. I hope that there are many interesting meetings, useful acquaintances, important decisions ahead. This Forum has all chances to become historical, because it is from such events that our journey to Europe begins.”

Raivis Veckagans, Acting Head, Administration of Sea Ports of Ukraine, said: “We need to develop the infrastructure of ports and increase their power. 39% of the total trade turnover of the country is provided by ports. The volume of cargo handling in the first quarter of this year increased compared to the same period last year. We look at the data with cautious optimism and yet see significant opportunities for further development. We starter the construction projects, reconstruction and dredging in ports to further increase turnover.”

Sławomir Nowak, Acting Head, State Agency of Automobile Roads, said: “I am grateful for the invitation to the Forum, which provided an excellent opportunity to discuss such important issues as interaction between the state and business, ensuring stable development and investing in the country’s infrastructure. The road industry of Ukraine needs this. I hope that next year we will meet again at the Forum, where we will discuss the successful investment projects that have already been implemented.”

Ireneusz Wasilewski, Member of the Management Board, Ukrzaliznytsia, highlighted: “Our task is to unify the rolling stock, change the system and its maintenance and enhance the efficiency of cars and locomotives use. The participants of the transport market should be aware that ¾ of rolling stock are worn. Therefore, we need large investments for rapid fleet renewal.”

Pavlo Ryabikin, Chief Executive Officer, Boryspol Airport, mentioned: “The arrival of low cost carriers poses serious challenges to find cost-effective models of interaction, since there are two alternative concepts for the airport – the development of hub, where “Boryspol” is moving now, and attracting low-cost carriers.”

Igor Smilyanskiy, Acting Chief Executive Officer, Ukrposhta, said: “Ukrposhta is an important logistics tool in the infrastructure sector, because this is the company that transports most of the Chinese parcels to Ukraine. Unfortunately, they do not fly directly to Ukraine – most of them fly through Sweden, Estonia and a bunch of other countries. Ukraine, in turn, has a unique location, so that Chinese goods must come here first and then be distributed to all European countries.”
