The Forum was dedicated to the 25th years Anniversary of the Ukraine-Israeli diplomatic relations. Forum became a platform for discussion about key aspects of medical institutions of Ukraine and the State of Israel, the issue of public-private partnership and attraction of investment in the health sector. The event has united key players of the sector with international investors and government officials towards potential partnerships and joint projects.

Keynote Speakers of the Forum were: Hennadii Nadolenko, Ambassador Extraordinary and Plenipotentiary of Ukraine to the State of Israel; Emilia Anis, Director, Epidemiology Division, Ministry of Health of the State of Israel; Elizabeth Solovyov, Head of Trade and Economic Mission, Embassy of the State of Israel to Ukraine; Angela Rabinovich, Head of Life Science Department, Israeli Export and International Cooperation Institute; Oleksandra Pavlenko, Managing Partner, Pavlenko Legal Group; Oleg Spizhenko, Advisor to the Minister, Cabinet of Ministers of Ukraine; Head, Association of Private Clinics of Ukraine; Owner, Spizhenko Clinic; Mykhaylo Radutsky, Advisor to the Head of Kyiv City Council; President, Boris Clinic; Vladimir Shapira, Medical Director, Carmel Med Curator Ltd.

During the opening of the Forum Hennadii Nadolenko, Ambassador Extraordinary and Plenipotentiary of Ukraine to the State of Israel, in his welcoming speech highlighted, that “Ukraine-Israeli relations are based on the great variety of mutual projects. Medicine sector remains one of the most important in our cooperation.”

Mykhaylo Radutsky, Advisor to the Head of Kyiv City Council; President, Boris Clinic, pointed that “currently, Ukrainian medicine extremely needs to attract investments to the sector. The government should initiate new reform that will transform medical institution to the non-profit municipal enterprise to install partnership with international investment funds and donors. This reform will give the opportunity to business in attracting investors and insurance companies to cooperation.”

Oleg Spizhenko, Advisor to the Minister, Cabinet of Ministers of Ukraine; Head, Association of Private Clinics of Ukraine; Owner, Spizhenko Clinic, highlighted that “There are 2 models of financial assets insurance and budget. We are at the stage where the patient has to cover all costs itself. If there no external intervention and foreign investment, we cannot improve the system of financing and detach patient from slavery of public hospital.”

Oleksandra Pavlenko, Managing Partner, Pavlenko Legal Group, pointed that “Private Medical business in Ukraine is focused only on 10% of the population. Not everyone can afford itself treatment in private clinics. Without initiation of new medical reform, the quality of service will never be competitive in Ukraine. Business will not be able to invest in the service. As business consultants we structure projects for our customers from public-private partnership only as investments in medical real estate. With new reform, we need to find the way to structure these projects as investments in health care.”

Elizabeth Solovyov, Head of Trade and Economic Mission, Embassy of the State of Israel to Ukraine, highlighted that “Our mutual cooperation will bring the best of Ukraine and Israel together. I also think that both Ukrainian and Israeli companies should be more active and should use the opportunity that right now is open for cooperation.”
