Ukraine’s Economic Development and Trade Ministry has proposed to amend the Tax Code of Ukraine. The amendments would allow economic entities to register as VAT payers via submission of electronic applications.

“The requirements are aimed at reducing the term for the registration of economic entities as VAT payers [including during the primary registration],” the ministry said in an explanatory note to the bill posted on its website.

The document is intended to improve investment climate and Ukraine’s position in World Bank’s Doing Business rating, the ministry said.

According to the document, VAT payers will be able to register with an electronic application using the electronic digital signature and under the electronic application during the primary registration of economic entities. Only the supervision agency decides not to register an entity, the agency informs the taxpayer in a written form.

The bill also proposes to cut the term for making the decisions on voluntary registration of economic entities as VAT or single tax payers to one day (including for primary registration).

The ministry said that the bill would facilitate the re-registration of taxpayers if they change their location.
