The Infrastructure Ministry of Ukraine has proposed to increase the fee for en route air navigation services and introduce the single fee for all airports of Ukraine for approach and aerodrome air navigation services.

The Infrastructure Ministry said on its website last week that these changes eliminate the remarks of the Antimonopoly Committee of Ukraine on the application of different rates of en route air navigation services fees and approach air navigation services provided in the airport area of the Boryspil International Airport and all other airports (approved by No. 415 order dated June 4, 2019).

Thus, it is proposed to increase the single rate for en route air navigation services by 2.45 euro (a rise of 4.4%), to 57.55 euro. The rate for approach and aerodrome air navigation services should be reduced by 14.43 euro (a fall of 3.6%) to 396.57 euro.

“The main reason for the increase in euro rates is a drop in the euro exchange rate against the hryvnia from Hr 33.50/1 euro, which was laid down when calculating the rates of air navigation service fees for 2019, to Hr 29/1 euro for 2020, that is, by 14%. When applying the exchange rate of Hr 33.50/1 euro, which were used in calculating the rates of air navigation service fees for 2019, the new rates for 2020 would be 49.82 euro for en route air navigation services and 343.30  euro for approach and aerodrome air navigation services, that is, lower than the existing ones,” the ministry said in the accompanying documents to the draft order.
