Arzinger is pleased to announce that Sergiy Shklyar, founder of Arzinger, re-joins the Arzinger team. He will concentrate on the practices of Antitrust & Competition, Insolvency, Dispute Resolution, including in other jurisdictions, International Arbitration and GR.

From 2015 to 2018, Sergiy served as the deputy Minister of Justice of Ukraine on Executive Service matters. During 2016-2017, in accordance with the segregation of duties between deputies of the Minister of Justice of Ukraine, he oversaw the representation of the interests of the state in foreign jurisdictional bodies.

Sergiy is a Candidate of Law, a Doctoral Student (the theme of his dissertation is “Control over observance of the legislation on protection of economic competition in Ukraine: the administrative and legal principles of organization and functioning”), and a professional of the highest level, as recognized both by legal practitioners and academic communities in Ukraine and abroad. He is one of the experts associated with the formation and development of Arzinger, where he worked from 2002 to 2015.

Sergiy Shklyar was educated in Ukraine and Europe. He has many times defended the interests of domestic and international companies in the Ukrainian courts and the courts of other jurisdictions, including arbitration institutions. He has been a member of the Judicial Reform Council of the President of Ukraine (Decree of the President of Ukraine No. 826/2014) since it was established; the author of the Laws of Ukraine “On the bodies and individuals who carry out the enforcement of court decisions and decisions of other bodies” and “On enforcement proceedings”; as well as the developer of new procedural codes: the civil procedural code, the economic procedural code, and the code of administrative legal proceedings.

In addition to his professional activities, Sergiy Shklyar actively participates in reforming civil society in Ukraine. He is the president of the All-Ukrainian NGO “Association for the Suppression of Unfair Competition”; a co-founder of the non-profit partnership of CIS countries “Promotion of competition development”; and an expert for the EU’s TACIS program in the “Harmonization of the system of competition and public procurement to EU standards” project.
