This Ukrainian Health Reform project aims to improve and strengthen the health system throughout Ukraine. Some of the goals of the project are as follows; to educate patients about health reform, support HMIS, invest in equipment, support health finance reforms/cost-based accounting, to name just a few.
CA-USA is currently calling for the CVs of well-qualified candidates for the following anticipated positions:
- Chief of Party: Minimum of 12 years’ experience managing large, complex health reforms projects; 10+ years’ experience working in healthcare systems reform, primary and/or public health; Strong technical qualifications and experience in transitioning health systems from centralized to decentralized systems, quality improvement in the context of primary health care – clinical and managerial, health economics and financing; Must be fluent in English and Ukrainian and/or Russian; Prior experience as Team Leader, COP or DCOP on USAID funded projects preferred; At least a masters’ degree or equivalent in Public Health, Business Administration, or other related field (PHD/MD , MPH preferred).
- Deputy Chief of Party: Experience coordinating and management of program activities, experience supervising professional and support staff and in building teams; Experience with Health Management Information System (HMIS); A master’s degree in public health, social sciences, international development or related field; 8+ years’ experience working in healthcare systems reform, primary and/or public health; Prior experience working on USAID projects; Fluent in English and Ukrainian and/or Russian.
- Financing Expert: 7+ years project Finance and Accounting experience; experience with health finance reform/ cost based accounting; grants management experience required; Bachelor’s degree required, Master’s preferred; USAID project experience required; fluency in English and Ukrainian and/or Russian required
- Monitoring and Evaluation Specialist: 5+ years project M&E experience; Bachelor’s degree required, Master’s preferred; USAID M&E experience preferred; fluency in English and Ukrainian and/or Russian required
