Professionals for Reform Support Mechanism (PRSM) provides human resource support – from managers to technical experts – to critical reform initiatives undertaken by national governmental agencies. PRSM is a multi-donor platform, which improves coordination of donor efforts for greater impact and avoids overlap of donor funding. It does not support routine work of the Government of Ukraine that is normally managed by the civil service.

PRSM is a program of the Ukrainian non-government organization “Foundation for Support of Reforms in Ukraine” (the Foundation). The PRSM will also pay for limited-term salaries of key positions from within the army of volunteers that currently work without pay on reforms across government ministries.

PRSM is currently seeking candidates to fill the following expert positions:

For the Ministry of Health of Ukraine (MoH):

  1. Marketing Specialist;
  2. PR & Communication Specialist;
  3. Security Lead;
  4. National Authorization Specialist.

For the Reform of State Fiscal Service (SFS):

  1. Financial Investigation Agency Expert.

For the International Maritime Organization Audit Project Management Office (IMOA):

  1. Risk Assessments Coordinator;
  2. The Quality management System Coordinator;
  3. Policy Advisor;
  4. Legal Coordinator;
  5. Finance Coordinator;
  6. Project Manager.

For the National Deinstitutionalization Reform Office (NDIRO):

  1. Team Lead.

Vacancy announcement:

Marketing Specialist (MoH) – will be responsible for marketing strategy and plan development.

PR & Communication Specialist (MoH) – will be responsible for communication strategy and plan development and implementation.

Security Lead (MoH) – will be responsible for development of security model for eHealth and obtain the CSIS (complex system of information security) certificate.

National Authorization Specialist (MoH) – will be responsible for development of authorization process for all participants.

Financial Investigation Agency (FIA) Expert (SFS) – will support the adoption and approval of FIA law through bill revisions, advocacy and PR support. Support the launching of the FIA within four months post law enactment, including secondary legislation drafting on FIA regulations, amendments to the relevant MoF regulations, instructions for investigative procedures, etc.

Risk Assessments Coordinator (IMOA) – will support the project team on a broad range of issues. He/she is responsible for providing support in discrete risk evaluation issues by advising the project manager and the team members, drafting undertakings and structuring remedies for the relevant issues.

The Quality management System Coordinator (IMOA) – will be responsible for the day-to-day management and implementation of the Project, including all substantive and administrative matters.

Policy Advisor (IMOA) – will support the project management team on a range of issues as listed in his/her functions.

Legal Coordinator (IMOA) – will be responsible for addressing day to day legal requirements for the office; providing legal advice including the full spectrum of legal/regulatory/legislative analysis, investigation and drafting processes.

Finance Coordinator (IMOA) – will support the project team and IMO Audit PM Office on managing/ accounting for the financial aspects of the Office’s operations.

Project Manager (IMOA) – will be responsible and accountable for the day-to-day management and fulfilling the strategic objectives of IMO Audit Project Management Office. This includes overseeing all substantive and administrative matters focusing on meeting the Office’s milestones and outcome results targets as per an agreed-to Office work plan. The Manager is responsible for protection and consultation of the Project in front of state agencies for increasing capacity of the program and project cycle.

Team Lead (NDIRO) – will be responsible for establishment and overall development of the NDIRO.
