DAI Global, LLC (DAI) is seeking a qualified professional to fill the long-term position of Procurement Officer for the USAID Financial Sector Transformation Project (FST).

The USAID-funded Financial Sector Transformation Activity in Ukraine (Ukraine FST) is a four-year activity that aims to transform and stabilize Ukraine’s financial sector. In coordination with the Government of Ukraine and the international donor community, the objectives of this activity include increasing public confidence in, understanding of, and use of the banking system; transforming the non-bank financial sector regulatory environment, including the Ukrainian capital markets; increasing access to finance for small businesses and financial inclusion; expanding financial inclusion through enhanced digital finance; and supporting a balanced and sustainable pension system.

Summary of Primary Duties

The Procurement Officer will be responsible for implementation of technical and operations related procurement in compliance with internal policies and donor regulations.  Working closely with project technical teams the Procurement Officer is instrumental in supporting project activities through his/her services.

Reporting and location: This position will report directly to the Subcontracts and Procurement Manager. The position is based in Kyiv, Ukraine.

Essential Duties

General Responsibilities

  • Conduct solicitation of bids and quotes from vendors in adherence with policies & approved requisitions and procurement plans.
  • Conduct price/cost/reasonability analysis.
  • Review requisition documentation, cost estimates, statements of work, etc. against procurement plans and budgets.
  • Help non-procurement staff understand the requirements for submitting accurate and thorough requisitions, cost estimates, statements of work, or to determine other technical specifications.
  • Assist project staff in coordinating meetings, facilitating discussions, and developing briefings in support of the source selection process.
  • Monitor and track procurement activities and delivery status of goods/services.
  • Under Subcontracts and Procurement Manager Supervision review and analyze budget estimates for allowability, allocability, reasonableness, and consistency; prepare cost evaluation data, and source selection documentation.
  • Through market research efforts, identify and qualify potential suppliers (and products/services). Ensure that beneficial, ethical and open supplier relationships are created and maintained according to procurement policies.
  • Ensure complete backup documentation for procurements is submitted to project’s Finance Team for payment.
  • Create and maintain thorough procurement files as outlined in the DAI procurement policy;
  • Assists in training project staff on procurement procedures and policies, use of procurement systems;
  • Assist and collaborate in external or internal audits, as necessary.
  • Monitor and track procurement activities and delivery status of goods/services.
  • Perform other duties as assigned.


  • Bachelor’s degree in Business Administration or related field preferred;
  • 1 – 2 years of relevant experience in procurement, including experience working in a procurement role for USAID-funded projects;
  • Understanding of applicable procurement-related USG & Federal Acquisition Regulation (FAR) regulations.
  • Ability to respond effectively to time sensitive demands & inquiries;
  • Proficiency using Microsoft office suite, and other relevant software;
  • Excellent communications and interpersonal skills.
  • Extremely well organized and self-directed individual with sound technical skills, and analytical ability.
  • Fluency in English and Ukrainian is required.
