About the Project:
The EU-funded Project “Support to Justice Sector Reforms in Ukraine” aims to support consolidated justice sector-wide reforms in Ukraine. The project foresees direct involvement of EU Member states and continues until the end of 2016.
University degree relevant to the assignment; Excellent command of Ukrainian or Russian language;
Good command of English language;
At least 3 years of professional experience in formulation and implementation of institutional development policies and tasks – experience in change management, strategic and/or budgetary planning would be considered an asset.
Creation of operational framework defining and assistance in carrying out responsibilities within High Council of Justice (HCJ) regarding Justice Sector Reform Strategy and Action Plan (JSRSAP) and Annual Implementation Plans (AIPs) implementation;
Definition of clear chain of relationships between HCJ and other institutions regarding JSRSAP and AIPs implementation;
Contribute to the JSRSAP monitoring and evaluation framework via AIPs implementation coordination, organisation of regular AIPs reporting etc.;
Contribute to the linkage between strategic planning and budgeting processes within HCJ and the justice sector;
Develop policies for HCJ institutional role within the judiciary (strategy-making, strategy-implementing etc.);
Develop regulatory framework for and provide on-the-job coaching to dedicated strategic planning unit at HCJ;
Support streamlining all donor support to HCJ;
Communicate the above within the justice sector, with the media and the public.
