The new version of the Tax Code envisages the transformation of the payment collection system and, in particular, the maximum simplification of customs procedures and a reduction of the influence of "the human factor" on the processes and results of customs procedures, a parliament committee has said.

The press service of Chairman of the Verkhovna Rada Committee on Finance, Banking, Tax and Customs Policy and MP Vitaliy Khomutynnik reported that the final version of the Tax Code would be considered by the profile committee during the next meeting.

"We have to change the ideology of the current system of payments collection. There should be no internal competition between the tax and customs services based on a monthly task – to earn more for the budget," Khomutynnik said.

As for corruption, the parliamentarian noted that it could be eliminated only by punishment.

"Tax and customs officials demand a wage increase, in particular, by cutting the number of unnecessary services in these agencies, thus the money saved could be spent on increasing their wages," Khomutynnik said.

At the same time, according to him, the issues should be regulated in a way so that pressure on legal businesses could be abolished.

"Tax officials should know that in the case of there being an unreasonable refusal to accept a declaration and reimburse VAT they will bear responsibility, and not only administrative, if necessary. This also refers to customs officials, if they unreasonably hold back a cargo or illegally overrate the import cost of goods," the deputy said.

Khomutynnik noted that the customs reform’s key task is to achieve European standards.
