Ukrainian Premier Mykola Azarov supports the toughening of the rules of sale and purchase of cash currency, but he said that it is necessary to adjust them to reduce limitations of the freedoms of citizens.

"All of these measures should not restrict freedoms of people. If currency is obtained legally, it should be freely exchanged without any limitations," he told the press on Tuesday in Kyiv.

"The NBU governor promised me that the board would consider and adjust all of the rules they have passed," Azarov added.

He said that the dollar circulation should be restricted, as Ukrainians should pay in hryvnias.

"The NBU’s decision is right. I have no doubt about it," he said.

From Sept. 23, 2011, new requirements from the NBU on the identification of citizens when exchanging foreign currency took effect.

The banks are to make copies of ID documents.

This has led to the expansion of the currency exchange on the shadow market.
