Ukrainian farmers and grain traders are celebrating because the government has relaxed export restrictions that threatened to cripple the country’s promising agriculture sector.

So, it appears that the government did not lift the duties to help the small farmers (and I believe that a vast majority of land in Ukraine is managed by large companies) but to help out the "unnamed investors" in Khlib Investbud who made a bad business (speculative) decision in buying grain at the peak price, hoping to resell at a profit. It would be helpful to know if these unnamed investors have an friends in government or POR.
