Experts have said they are skeptical about the productivity of the Verkhovna Rada of the current convocation.

“This is an interesting parliamentary season. It was divided into two
stages – one before the elections and another after them,” Director of
Ukraine’s Institute for Global Studies Vadym Karasiov said at a press
conference in Kyiv on Monday, adding that “it won’t make sense to talk
about the parliamentary season by the end of November or the beginning
of December 2012.”

Karasiov said that lawmakers would convene for meetings, but the Verkhovna Rada would not work effectively.

The analyst said that the ineffectiveness of the parliament’s work
could be used by the executive branch of government, which will be
“absolutely uncontrolled” under these conditions.”

“The absence of a fully fledged parliament is the best time for the executive government to do what it wants to do,” he said.

At the same time, Karasiov said that after the elections the
Verkhovna Rada would start a “more or less complete” parliamentary
season.

“From November or December, if there are the according election
results, the parliament will be able to resume more or less its full
activity, and it could be more independent,” he said.
