You're reading: Construction ministry initiates new beneficial mortgage crediting program worth Hr 1.5 billion

The Regional Development, Construction, Housing and Utilities Economy Ministry of Ukraine has proposed that a state program to support private rural constructors for 2016-2020 on the provision of beneficial credits to build and reconstruct houses and utility networks at 3 percent per annum without down payment and with the postponement of the credit principal return for the period of up to two years is drawn up and realized.

The draft cabinet resolution on the approval of the state program to support private rural constructors for 2016-2020 was drawn up by the ministry and posted on its website for public discussion.

“The implementation of the program would allow providing apartments to 11,409 families, build (reconstruct, overhaul and buy) 961,200 square meters of housing, install 693.5 kilometers of utilities networks and connect utilities networks of 12,235 houses to the existing networks,” the ministry said.

According to the document, the state program would be realized using funds of the national budget, taking into account its size for the relevant year and using funds of the local budgets, and the government plans to oblige local self-government agencies to draw up and approve the regional programs to support private rural constructors and foresee funds to finance them.

According to the state program, the projected financing for 2016-2020 are estimated at Hr 1.496 billion (Hr 864.56 million from the national budget, Hr 614.256 million from local budgets and Hr 17.345 million from other sources).

The state targeted program to develop Ukrainian rural areas for the period until 2015 is being finished.

During seven years Hr 828 million or 82 percent of the planned volume (Hr 1.016 billion) was provided for the realization of the program.

Since the start of the realization of national and regional affordable housing programs in 1998 as of June 1, 2015, beneficial credits had been issued to 95,700 rural families worth Hr 1.19 billion and over 1.5 million square meters of housing was commissioned and over 74,00 houses were connected to existing utilities networks.
