The people who have occupied the building of the Donetsk region's state administration had a meeting on Monday afternoon, in which they voted for a declaration of the sovereignty of the so-called Donetsk People's Republic.

The meeting participants said this declaration will become a foundation for the creation of the Donetsk People's Republic, an Interfax correspondent has reported.

"Only the Supreme Council of the republic can speak on behalf of the people of the Donetsk People's Republic. The most important state issues associated with the development of the republic and its relations with other countries are put up for public debate and referendum," the document says.

Ukrainian television journalists were barred from the meeting.
