You're reading: Expert: Legislation needed to settle problems of stray animals

The legislation of Ukraine should be brought in line with that of the rest of Europe to settle the problem of stray animals, member of the Five Freedoms international movement for protection of animals, Serhiy Klochko, has said.

"The legislation should be amended, we should put it in line with European norms," Klochko said during a press conference in Kyiv on Friday, Fed. 17

The expert added that "a complex program, which includes education for owners of pets" should be developed.

According to him, the legislation of Ukraine on protection of animals against cruel treatment should interpret more widely the notions of cruelty to animals and shelters for animals. In addition, such terms as registration, potentially dangerous breeds of dogs, abandonment of animals, and the non-controlled reproduction of animals should be introduced.

Klochko added that the law should prohibit the abandoning of animals and introduce punishment for this.

In addition, Klochko said that special terms for buying and owning potentially dangerous breeds of dogs should be introduced.
