France proposed at a recent meeting of the Normandy Quartet leaders that participants in future elections in Donbas be granted immunity, and this idea is being discussed, Ukrainian Foreign Minister Pavlo Klimkin said.

“The idea regarding immunity was aired by the French side, and this is one of the ideas that are being discussed during the post-conflict settlement process. But I want to clearly say one thing: any temporary immunity from criminal prosecution will not free anyone from full-scale amnesty. Amnesty is not a political process, amnesty is a legal process,” Klimkin said at the Verkhovna Rada on Wednesday.
