You're reading: Justice minister plans to complete reform of Ukrainian judicial system in two years

Ukraine's Justice Minister Pavlo Petrenko plans to reform the judicial system within two years.

“We understand that this [reform] cannot be done in a week or a month, because the system is large in terms of the number of people. But we are planning within two years to complete the reform of the Justice Ministry related to providing services to Ukrainian citizens,” Petrenko said at a briefing in Kyiv.

According to him, the optimization of justice authorities will be the first step in reforming the entire system.

“The second step is that we plan by mid-year to pass a law for the reform of executive services. The system of private executive services will be introduced,” the minister said.

The minister said that Ukraine would operate a mixed executive system – public and private performers. Reform of the registration system will include the transfer of registration functions to local authorities and private entities.

The minister also spoke about the launch of proficiency testing of justice system employees – 80 heads of justice authorities took part in the first voluntary test on February 6. He explained that the Ministry of Justice has no power over the testing procedure; it is carried out by independent specialists from the Human Capital group of EY international company.
