Ukraine fully observes the Minsk agreements, including the issue of changes to the Constitution, which is confirmed by international experts, and therefore Russia's criticism of Kyiv is ungrounded, Ukrainian Foreign Minister Pavlo Klimkin said.

“I always try to hear those who understand issues relating to the constitutional process. The Venice Commission, which understands the logic of the constitutional process, is an authority to us. We also have conclusions from German and French legal experts. They all confirmed that what is happening in the framework of the constitutional process in Ukraine is fully in line with the Minsk agreements,” Klimkin told reporters answering a question from Interfax.
