Verkhovna Rada Chairman Volodymyr Lytvyn has stated that the law on the principles of state language policy cannot be sent to Ukrainian President Viktor Yanukovych for signature, as it was passed with multiple violations.
“Now there is a question – what kind of law did they pass? [Did they pass it] at first reading? – No. Did they consider amendments of the committee? – No. Considering these facts, it cannot be passed to the president of Ukraine for the signature,” Lytvyn said in an interview with the Rada Channel on Friday.
“The law cannot be signed, there is no reason for this,” he said.
“The problem is not in my signature. The problem is in major violations that cannot be ignored,” Lytvyn said.
He described the passing of the document as “a Pyrrhic victory.”
“I would like to warn and recommend the initiators of those filing a lawsuit not to do this. If a court starts considering the issue, it will have to check how the process of consideration of the issue was conducted and whether it meets the regulations,” Lytvyn said, while commenting on the idea of suing him for not signing the document.
“A solution has to be found. I’m suggesting the following. First of all, a dialogue, and secondly, returning to consideration of the issue, taking into account the facts I’ve mentioned,” he said.
