Observers from the OSCE monitoring mission in Ukraine are limited in their access in the territories of Luhansk and Donetsk for verifying the observance of the Minsk agreement on the withdrawal of heavy armaments from the separation line, spokesman for the mission Michael Bociurkiw has said.

Despite the declarations about the completion of the withdrawal of heavy armaments, monitors see them daily in places where they should not be and in LPR [self-proclaimed Luhansk People’s Republic] the monitors saw preparations of heavy armaments for parading every day, he said on 112.Ukraine TV channel on May 6.

Bociurkiw said the process of verifying the withdrawal of heavy armaments and monitoring the territory remains complicated. Restrictions of movements are exercised by all sides, he said noting that this applies to both Donetsk and Luhansk.
