Ukrainian President Petro Poroshenko is planning to propose that the Verkhovna Rada adopt a bill on the creation of a free economic zone in Donbas and a special regime of trade relations with the European Union and Russia.

“An international fund that will be filled by foreign partners will ensure the full restoration of infrastructure in Donbas if the work of the Ukrainian authorities, peace, tranquility and safety are resumed there. Over time I will propose that the parliament pass a law on the creation of a free economic zone there, as well as a special regime of trade relations with the EU and Russia,” reads a presidential address posted on the website of the head of state on Nov. 3.
