You're reading: Pshonka: New bill envisages guarantees for independence of prosecutors

The effective implementation of the obligations imposed on prosecutors is possible only in conditions of real independence, Ukrainian Prosecutor General Viktor Pshonka has said. 

“Therefore, the next stage in reforming the prosecutor’s office is a new law on the prosecutor’s office,” the press service of the Prosecutor General’s Office quoted him as saying at the 18th Annual Conference of the International Association of Prosecutors (IAP) in Moscow.

He said that a new bill on prosecutor’s office envisages guarantees of the independence of prosecutors and protection from interference in their professional activities through the creation of prosecutorial authorities – an all-Ukrainian conference of employees of prosecutor’s office and the Council of Prosecutors of Ukraine.

“This is the main innovation of the bill. Such government agencies will be responsible for addressing the issues of the internal activity of prosecutor’s office. These institutions have not yet become the norm in the organization of the agencies, but this is already a standard from the point of view of the Venice Commission,” Pshonka said.

He said that the procedure for the selection of personnel and their disciplinary liability had been reviewed in the bill.

Pshonka also discussed the rule of law in the work of the prosecutor with IAP President James Hamilton and Director General of the Council of Europe’s Directorate General of Human Rights and Rule of Law Philippe Boillat.

The sides also exchanged views on the process of ensuring the rule of law, taking into account the overall reform processes in Ukraine.
