The Cabinet of Ministers in its draft military doctrine of Ukraine has defined Russia as an enemy and an aggressor state, Ukrainian Prime Minister Arseniy Yatsenyuk has said.

“The draft military doctrine for the first time in the history of Ukraine’s independence has defined an opponent and aggressor, which is Russia,” he said at a briefing in Odesa on Sept. 1.

Yatsenyuk said that the draft military doctrine of Ukraine had been sent to the National Security and Defense Council for consideration, after which it is subject to the approval of the Ukrainian president.
