As the West has moved to isolate and punish Belarusian President Alexander Lukashenko for intercepting a civilian jetliner flying over Belarus, in what European leaders have said was an operation to arrest an opposition journalist on board, the strongman is traveling to Russia Friday for a meeting with his counterpart Vladimir Putin.
