Odesa Governor Mikheil Saakashvili said he “liberated” a city beach that multi-millionaire and former Party of Regions lawmaker Vasyl Khmelnytsky had sealed off to the public with a wall of concrete blocks and shattered glass around the perimeter, according to a video the former Georgian president posted on his Facebook page on July 20.
Ukrainian law allows the public unimpeded access to shorelines yet this
hasn’t stopped landowners from creating private beaches along the
Dnipro River and sea shores.
