The latest army draft in Ukraine ended with only 60 percent of the recruitment target reached.
While the effectiveness of the military conscription service suffers
because of the absence of a single digital registry of the men that are
subject to the call-up, the draft officers make up for it by hunting for
army candidates in the streets.
