Anti-corruption watchdogs and the European Union have been urging Prosecutor General Viktor Shokin to replace his four controversial delegates to the commission for choosing the anti-corruption prosecutor with representatives of civil society.

On Nov. 6, he conceded and replaced two of them. But none of the new
members are well-known representatives of civil society with
anti-corruption credentials, and one has promoted President Petro
Poroshenko’s interests in the past, critics say.
