“Without the active participation of society, we can’t guarantee effective reforms,” President Petro Poroshenko said when speaking at the International Anti-Corruption Conference in Kyiv on Nov. 16.
It was a bold – some would say outrageous – pronouncement for a
president who has installed two ineffective and allegedly corrupt
prosecutors since taking office in June 2014.
