An all-Ukrainian congress of prosecutors on April 27 elected an internal regulating body that will be able to block any prosecutorial reform even if a reform-minded prosecutor general is appointed.
The body includes prosecutors linked to discredited ex-Prosecutor
General Viktor Shokin and ex-President Viktor Yanukovych’s Prosecutor
General Viktor Pshonka. Yury Lutsenko, head of the Poroshenko Bloc’s
faction in parliament, said earlier in April that “demons” would never
elect “angels” at the prosecutors’ congress.
