The Verkhovna Rada, Ukraine's parliament, has rejected a bill on the elections to local councils under open lists.

A total of 165 MPs out of the 425 registered in the parliament’s session hall on Thursday voted for a bill amending the law on the elections to local councils, as well as the election of the deputies of the Crimean Supreme Council, and the heads of villages, towns and cities.
