MOSCOW – Russian President Vladimir Putin has signed a law aimed at toughening administrative liability for violations of the procedures governing the issuance of documents for foreigners’ and stateless persons’ stay in Russia.

The document was published on the official legal information web portal on Dec.31.

The law was passed by the State Duma on Dec.22 and endorsed by the Federation Council on Dec.26.

The Russian Administrative Offenses Code currently envisages administrative responsibility for providing residential space or a vehicle or providing other services to a foreign citizen or a stateless person staying in Russia in violation of the procedures or regulations governing transit through its territory.

The provision of services means primarily mediation in the issuance of permits to stay in Russia, especially registration.

The law introduces amendments to the Russian Administrative Offenses Code toughening responsibility for violating the established procedure of issuance of such documents.

The law increases administrative fines to 5 000 rubles (now 4 000) for citizens, to 50 000 rubles (now 30 000) for officials, and to 500 000 rubles (now 300 000) for legal entities.
