Russia’s Communications Ministry says foreign-made SIM cards could pose a security threat for Russians and is proposing mobile phone operators switch to using Russian-made SIM cards, the Kommersant newspaper writes on August 17.

The ministry proposed in a draft government order that mobile phone operators be required to switch to new SIM cards and identify their users using an encryption system approved by the FSB domestic security service.
