YEKATERINBURG, Russia — By the time Mayor Aleksandr Vysokinsky arrived at October Square on May 16 to face a crowd of protesters baying for his resignation, the days-long standoff in this city over plans to build a church in an adjacent park had brought dozens of arrests and garnered nationwide attention.
