Russia’s top election official has recommended that regional authorities annul the result of a disputed gubernatorial runoff vote in the Primorsky Krai, where the Communist Party cried foul after the Kremlin-backed candidate surged ahead at the end of the ballot count.

Central Election Commission chief Ella Pamfilova made the proposal on September 19, saying it was based on a “whole range of factors.”
