MOSCOW – Russian Prime Minister Dmitry Medvedev has signed a decree approving the draft protocol between the governments of Russia and Japan on changes to the agreement on the prevention of incidents at sea outside the territorial waters and in the air over them, the Russian government website said on Saturday.

“The signed order accepts the proposal of the Russian Defense Ministry on the signing by the Russian Side of an intergovernmental Protocol on changes to the Agreement between the Government of the Russian Federation and the Government of Japan on the prevention of incidents at sea and outside the territorial waters in the air over them of October 13, 1993,” the report said.

The protocol specifies the current regulations on ensuring the predictability and safety of the actions by the crews of warships and aircraft of the two countries associated with navigation outside the territorial waters and flights by aircraft in the air over them. The signing of the protocol will help form conditions for ensuring a higher level of navigation safety for Russian and Japanese warships and aviation flights in direct vicinity of each other outside the territorial seas, the report said.
