WASHINGTON – The Trump administration on Feb. 2 modified sanctions in place against Russia’s spy agency, FSB, in what was intended to be a needed technical fix but which ignited fierce objections from critics of President Donald Trump that it was a favor to Moscow.

Even those who supported the move said its timing, so soon in Mr. Trump’s presidency, would stoke political friction.
