Ukraine, OSCE, and Russia agreed on prisoners exchange; the arrangements were made on the highest possible level. However, Russia is apparently blocking solution of other Donbas-related problems. Yevhen Marchuk, Ukraine’s envoy in security subgroup of Minsk talks said this when commenting on the course of peace negotiations.
