You're reading: Artificial lung ventilator supplies to Ukraine to start in late October

Deliveries of artificial lung ventilators will start in late October, Deputy Health Minister Svitlana Shatalova said during a press briefing in Kyiv on Oct. 8.

“The Health Ministry brought medical and technical characteristics for the purchase of artificial lung ventilators to state-owned enterprise Medical Procurement of Ukraine back in May. After that, the Medical Procurement of Ukraine monitored the markets, made comments and on July 1, the medical and technical characteristics were fully determined. An auction was published in the ProZorro system on July 16, seven participants were submitted. On August 5, the Medical Procurement of Ukraine applied to the ministry to increase the expected cost of the purchase by Hr 126 million. The ministry considered this an ineffective use of funds and the enterprise announced a new auction. On Sept. 30, an agreement was signed on the purchase of 100 artificial lung ventilators for the amount of Hr 42 million, on Oct. 5, the Health Ministry agreed on a second contract for the purchase of another 100 devices. According to the enterprise, supplies will start from the end of October,” she said.

According to the deputy minister, purchases and supplies of other equipment and medicines, in particular, 161 computer tomographs, continue.

“At present, all positions provided for the purchase are in the auction for a total of more than Hr 5.5 billion. There are intentions to conclude contracts for Hr 1.2 billion. Agreements for Hr 354 million have already been made,” Shatalova said.

“The Health Ministry was allocated a total of Hr 14.345 million from the Fund for Combating COVID-19. They were distributed in four areas, namely, the purchase of artificial lung ventilators, the purchase of the necessary equipment for the admission departments of referenced hospitals (Hr 5.3 billion), the purchase of laboratory equipment (Hr 2.9 billion), additional payments to physicians (Hr 5.9 billion),” she said.

The deputy minister said that work continues on the formation of a supervisory board for SOE Medical Procurement of Ukraine.

“Starting in July, we form a supervisory board for SOE Medical Procurement of Ukraine. A few days ago, the composition of the commission for the selection of members of the supervisory board was agreed and the start of such a selection was announced. The commission included both international representations and representatives of the Health Ministry, HR companies,” Shatalova said.
