The Batkivschyna political party has posted a draft memorandum of cooperation between Ukraine and the International Monetary Fund (IMF). The party says that this text is being prepared for signing. The Finance Ministry did not comment on the document.

According to the draft document, Verkhovna Rada by the middle of June is to pass laws for the creation of anticorruption courts, and by the end of May to annul a moratorium to sell farmland.

“We will submit relevant bills by the middle of April 2017 to the Verkhovna Rada for their adoption by the middle of June 2017. These bills will contain provisions for budget autonomy and financing of the anticorruption court system,” reads the draft document.

According to the draft attachments to the memo, the Verkhovna Rada is to pass pension legislation by the end of April.

According to the draft, the Ukrainian parliament is to pass the law on farmland turnover by late May. The bill will envisage the end of the moratorium on sale of farmland by late 2017 and allow sale of state-owned and private land.

According to the document, by the middle of April an internationally-renowned firm that will hold talks on restructuring and conditions for collecting debts under non-performing loans of PrivatBank is to be selected, and an internationally-renowned audit firm for the revision of the loan portfolio to monitor the restoration of the cost of assets is to be appointed.

By the middle of July the parameters of housing subsidies issued to households are to be revised to improve their targeting. The social limits for non-peak months of the heating season are to be changed. The draft memo also says that by the end of August the Cabinet of Ministers of Ukraine is to approve a resolution on monetization of housing subsidies at the level of housing management companies and by the end of December the Finance Ministry is to create a database of citizens who receive social aid.

The parliament is to pass legislation on the creation of the new civil services responsible for investigation into financial crimes against the state under management of the Finance Ministry to replace the current tax police and consolidate all powers in fighting financial crimes against the state in one agency (late April).
