The Cabinet of Ministers of Ukraine expresses concern over the decision of the District Administrative Court of Kyiv to suspend Ulana Suprun from performing her duties as the Minister of Health and intends to appeal against it according to established procedure.

The Government of Ukraine is concerned about unprecedented pressure being recently exerted in various ways to halt efforts taken by the team of the Ministry of Healthcare headed by acting Minister Ulana Suprun to reform the healthcare sector, the Cabinet’s statement says, posted on its website on Tuesday.

“Since assuming office, this team has declared war on corrupt schemes that have been existing in this area for years, and this step, in our opinion, is the main reason why this campaign is waged against Ulana Suprun and her team,” the Cabinet’s statement reads.

The Ministry of Healthcare with the support of the Government of Ukraine initiated introduction of changes that had to be implemented long time ago.

“This team is implementing the Government’s policy aimed at introducing a program of available medicines, overcoming corruption schemes in the procurement of medicines, reforming the primary health care sector, raising salaries of doctors, introducing new requirements for the quality of medical personnel training, and establishing a network of cardiology centers. Next things on the agenda are introduction of free medical diagnosis, improvement of the emergency medical care system, development of rural medicine … The ultimate goal of all these efforts is real improvement of the quality of medical care and increase of salaries of medical personnel,” the statement reads.

They are “extremely concerned” in the Cabinet of Ministers with the decision of the administrative court on the suspension of Suprun.

“This decision will be appealed in accordance with the legislation, and we will strive for its cancellation in accordance with the procedure established by law. We express support to our colleague Ulana Suprun and will continue to make efforts to continue providing Ukrainians with quality medical services,” it says.

Prime Minister of Ukraine Volodymyr Groysman said on his Facebook page: “We cannot allow the reform of the medical sector to be halted and allow the return of corruption to it. We started the changes. It’s time to protect them so that Ukrainians receive high-quality medical services.”

Earlier, Radical Party leader Oleh Liashko said that following a lawsuit filed by MP Ihor Mosiichuk of the Radical Party, Kyiv’s district administrative court banned Uliana Suprun from performing her duties as the acting Minister of Health of Ukraine.

Also, he posted a photocopy of the court’s ruling dated February 5, 2019. The court’s ruling is to be executed immediately. It can be appealed against within 15 days.

According to Health Ministry, consultations are being held with lawyers regarding the ruling of the Kyiv District Administrative Court on the prohibition of Suprun to perform the duties of a minister.
