In a new report published on Jan. 14 the Council of Europe’s anti-torture committee (CPT) outlines the efforts taken by the Ukrainian authorities to modernise the social care sector and reveals the issues that psycho-neurological institutions (“internats”) in Ukraine face. The report follows an ad-hoc visit in April 2019 to “internats” in Viktorivka (Cherkasy Region), as well as in Velykorybalske and Baraboi in Odesa Region.
