The eHealth system has become available for registration of doctors and patients in the mode of test.

“The eHealth system would ensure support to the introduction of the money follows the patient principle in primary care. This would allow financing medicine more effectively, establishing fair relations between doctors and patients when doctors will receive fair payment for their work and the latter – high-quality healthcare services,” acting Health Minister Ulana Suprun said at a press conference on Sept. 20.

The operation of the system in the test mode, during which the registration of doctors will be carried out on a voluntary basis, will last until April 1, 2018. At the same time, if bills No.6327 and No.6604 are adopted, the doctors will be charged in accordance with the number of patients who signed declarations with him from August 1, 2018.

According to Head of the project office of Transparency International Ukraine Yuriy Buhai, the eHealth project is implemented with the support of the governments of Canada, the United States, Germany and the Global Fund. “To date, not a penny from the national budget has been spent to develop the system. It is fully developed and is being supported by international partners,” he said.

Buhai also said that the functioning of the system at the stage of registration of the patient’s declarations by doctors does not require constant access to the Internet – information on signing the declarations can be brought into the system later.

In turn, Deputy Health Minister Pavlo Kovtoniuk said that at this stage of the introduction of the electronic health system, a computer in the record department is sufficient.

“There are questions regarding access to the Internet, but there is the president’s initiative to support medicine in rural areas, which provides funds for infrastructure development, including communication,” he said.

At present eight medical information systems are connected to eHealth, and 367 health institutions have been registered.
