Prime Minister of Ukraine Volodymyr Groysman has told on  Dec.11 at a conference of authorized representatives of the Association of Ukrainian Cities that the decentralization in Ukraine is one of the most important reforms for the development of the country.

According to him, the decentralization development is based on three fundamental things: authority, responsibility, and financial resources.

“Today we are introducing a complete system of fiscal decentralization. Each of you has the opportunity to make their own budget and to be independent in decision making,” Groysman said addressing the participants of the conference.

Groysman added that the community demonstrates progress in the implementation of the reform, as evidenced by the upward trend of local budgets.

Ternopil was mentioned as leading in the implementation of the local government reform.

“Twenty-six territorial communities were created in Ternopil Oblast. Another ten territorial merged communities will be created as a result of elections on Dec.11 and Dec.18,” the prime minister said.
